Starling C. Evins, MD, FACS

Dr. Evins joined Franklin Urological Associates in 1978. A native of Somerset, Kentucky, he earned his undergraduate degree from Davidson College in Davidson, North Carolina. He then attended University of Kentucky Medical School, where he was inducted into Alpha Omega Alpha, the national honor society for medical scholars. After earning his medical degree, Dr. Evins completed residencies in general surgery and urology at the Medical University of South Carolina.

Dr. Evins currently serves as chief of staff at Williamson County Hospital, a position he was elected to in 1996. In addition to his responsibilities to the hospital, he dedicates a substantial amount of time to representing the urological and medical communities of Tennessee.

He is certified by the American Board of Urology and is a Fellow of the American College of Surgeons. He served as a general surgeon in the United States Air Force and has numerous publications and presentations to his credit.

Dr. Evins is a member of numerous professional organizations, including serving as a delegate to the Tennessee Medical Association, and a representative to the Southeastern section of the American Urological Association. He also serves Tennessee as a delegate to the American Association of Clinical Urologists. He is a member of the Tennessee Urological Association, serving as its president from 1991 to 1994.

Joel R. Locke, MD, FACS

Dr. Locke has been a member of the Franklin Urological Associates team since 1986. Hailing from Columbia, Tennessee, he was an honor student at the University of Tennessee, Knoxville, where he earned his undergraduate degree. While there, he was inducted into Phi Beta Kappa, an academic honor society. Dr. Locke earned his medical degree at the University of Tennessee in Memphis, where he also completed his residency.

His special interest in kidney and urethral stone disease offered him a rare opportunity to complete an intensive study of lithotripsy in Herne, Germany. His specialties include: impotence and incontinence, plus infertility and cancer of the urinary tract. Additionally, Dr. Locke completed a three-month fellowship in pediatric urology at the highly regarded Le Bonheur Children's Medical Center in Memphis.

Dr. Locke is certified by the American Board of Urology and is a Fellow of the American College of Surgeons. He is the author of numerous scientific papers and is a member of various professional organizations. He is currently on the Board of Trustees of the Tennessee Medical Association and is a past-president of the Williamson County Medical Society. He is actively involved in his community, having served as a member of the Harpeth Academy Elementary School Board for eight years, and as a long-standing member of the Franklin Rotary Club.

William D. Tissot, MD,

Dr. Tissot joined Franklin Urological Associates in 2006. He is from Canton, Ohio and earned his undergraduate degree in chemistry and biochemistry from the University of Michigan. He then attended the Medical College of Ohio, where he was inducted into the national honor society for medical students, Alpha Omega Alpha and graduated at the top of his class. Dr. Tissot finished both his general surgery and urology residencies at William Beaumont Hospital near Detroit, Michigan.

He treats all urological conditions, but has a special interest in female urological issues, including urinary incontinence, urinary tract infections, and pelvic organ prolapse ("dropped bladders"). Dr. Tissot also performs laparoscopic surgery.

Dr. Tissot is certified by the American Board of Urology. He has published many scientific articles and book chapters contributing to the field of urology.
